i heard that swimming is the best, its easy and effective!! atleast u wont feel that ur gonna go out of breath!! try it.. im sure ull find gr8 results in the first month

lunges moving in different directions u can central on different muscles
lie on your back and move lower limbs in all directions possible. now do the same lying on your stomach
CYCLING is best for entire lower body,
yoga is a great over all exercise and i would say walking as well low impact on the joints but still a good workout. this article has some great yoga routines
Depends on what you want to accomplish. If your aim is to tone up your butt, thighs, and calves, I would go with the StairMaster.

If you are interested in burning calories through use of the lower body, I would suggest swimming, running if you don't have access to a pool, or riding a bike if you have bad knees.
